Lutte contre le banditisme urbain : des scientifiques proposent un plan révolutionnaire à Shabani Lukoo

Kinshasa, 27 mars 2024 – Une équipe de professeurs experts en criminologie de l’Université de Kinshasa a pris l’initiative de briser le mur entre la théorie et l’action. Reçus en audience le jeudi par Jacquemain Shabani Lukoo, patron de la sécurité intérieure, ces scientifiques ont présenté une stratégie innovante pour éradiquer l’insécurité urbaine, notamment le fléau des kuluna.

Une approche scientifique pour une sécurité durable

Leur proposition ? Une gouvernance sécuritaire structurée, basée sur des comités locaux et provinciaux de sécurité, soutenus par un guide pratique élaboré après des recherches approfondies. Leur méthode combine prévention, répression ciblée et respect des droits humains, conformément à la Constitution du pays.

Shabani Lukoo séduit, une commission mixte en vue

Le Vice-Premier Ministre, Ministre de l’Intérieur, Sécurité, Décentralisation et Affaires Coutumières a salué cette initiative, promettant la création d’une commission mixte pour concrétiser ce projet. Objectif : associer chercheurs et forces de sécurité afin de bâtir un État à la fois sécurisé et protecteur des citoyens.

C’est une collaboration inédite qui pourrait marquer un tournant dans la lutte contre le banditisme en RDC.
